rhel-osp-director: [DOC]  OSP9.0 minor update proc should include a step for stopping openvswitch service before running "openstack undercloud upgrade 

The minor update procedure for OSP9 should include the following steps for updating the undercloud:
sudo systemctl stop 'openstack-*'
sudo systemctl stop 'neutron-*'
sudo systemctl stop openvswitch
sudo yum -y update python-tripleoclient
openstack undercloud upgrade
