While verifying the 5.6 bug, https://bugzilla.redhat.com/show_bug.cgi?id=1349413 ,
I found that this issue exists in 5.6.3. 

Can this BZ be cloned to 5.6 ?

Verified that chargeback cost for a VM resource is computed for the duration for which the resource was used.
