Description of problem:
The font on admin.cgi is too small when the user does not have the admin privilege.

How reproducible:

Steps to Reproduce:
1. Login with a user which does not have the admin privilege
2. Click the 'Administration' link, such as: https://bz-web.host.qe.eng.pek2.redhat.com/admin.cgi
3. You'll see the page. The font is too small, especially for laptops with FHD screen.

Actual results:
It's too hard to see the words clearly. The characters are too small.

Expected results:
The page should be human-readable.
