Enable CONFIG_WIFI_DISPLAY

wpa_supplicant doesn't build with the flag CONFIG_WIFI_DISPLAY enabled.  This keeps us from being able to use Fedora as a miracast sink using miraclecast.

The attached patch enables the flag
