Description of problem:
Following the discussion in manageiq talk:
http://talk.manageiq.org/t/raise-automation-on-specific-event-provider-sync/1862

Currently there is no event got raised for provider refresh.

How reproducible:
Always

Steps to Reproduce:
1. Add OpenStack Platform as Cloud provider
2. Sync the new cloud provider

Actual results:
The provider is synced every sometime but there is no event raised.

Expected results:
Event for every state of the sync: started, failed, timed out, completed, etc.

Additional info:
Use case - on failed or with warning sync, create a report, notify the maintainers and try to sync again.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.
