Description of problem:

Usage of Ceilometer collector doesn't have any sense now. We remove all the intelligence from it two cycle ago. Now it just read messages from the collector.sample and write them to the backend.

The Ceilometer notification agent already does the same thing since the Ceilometer polling agent send its sample to it instead of the collector.

To do this we have to :
* deprecate the collector upstream
* don't install it with tripleo
* configure the pipeline to use Gnocchi

Collector deprecation complete in upstream telemetry, and on undercloud. Overcloud patch under review. Should merge soon.

The collector is not deployed by OSP12. No service ceilometer-collector is running and the agents push directly to Gnocchi.

The test run isn't over yet, negative and upgrade scenarios not tested
