rhel-osp-director: [DOC]  OSP9.0 minor update doc should be updated.

Looking at https://access.redhat.com/documentation/en/red-hat-openstack-platform/9/paged/upgrading-red-hat-openstack-platform/chapter-2-director-based-environments-performing-updates-to-minor-versions, section  2.1 needs to be updated:
1. Stop all openstack services
 "sudo systemctl stop openstack*"

2. Stop all neutron services:
 "sudo systemctl stop neutron-*"

3. Stop openvswitch:
  "sudo systemctl stop openvswitch"
  
4. Update python-tripleoclient
  "sudo yum -y update python-tripleoclient"
  
5. Run openstack undercloud upgrade:
  "openstack undercloud upgrade"

Plus add a note that user should expect downtime of undercloud services during the update (which is not impacting any overcloud service!).

^^ applies to RHOSP10 too, since the update procedure changed to use command "openstack overcloud upgrade"

Please note users, that without changing repositories to new release, the "upgrade" command performs only yum update from the same repo, so it will do minor updates.
