Description of problem:
Occasionally the toolbar will not be rendered on the Cloud Instances page. The rest of the page loads correctly. Refreshing the page generally corrects the issue and the toolbar is drawn.

This is most often seen in automation, and has only been reproduced by hand 1-2 times. No console failures have been captured during a manual reproduction.

How reproducible:
Intermittent during automation, no reliable manual producer.

Mike, is this a regression?  I assume so, can you check it out on 5.6.2 (&.3) please.  Is so, please add regression keyword.

I was able to reproduce this in 5.6.2.2 manually, and have attached a screenshot.

It occurred when I used the toolbar reload button on the Instances page, the toolbar disappeared following the reload, and was not redrawn when I resized the page or used the accordion navigation.

I have not seen this behavior causing failures in the CFME QE automation in the latest 56z builds.

This BZ can be closed for now, and will be re-opened if a reproducer is found.

Closing INSUFFICIENT_DATA since QE does not have a consistent reproduction.
