Previously the checks for operating system and timezone have been executed on all states of the VM. This has been resolved now and the check will be only executed for VMs that are in UP state.

Description of problem:
When windows 7 guest is in powered of state there is exclamation mark next to vm saying - "Actual operating system type differs from the configuration"

How reproducible:
always

Steps to Reproduce:
1. install windows 7 x64
2. install ovirt-guest-tools 4.0.5
3. shutdown the windows vm
4, exclamation mark saying - "Actual operating system type differs from the configuration"

Actual results:
exclamation mark saying - "Actual operating system type differs from the configuration"

Expected results:
no exclamation mark

Additional info:
no problem on windows 10

The problem itself is only due to the fact that Windows 8+ started suspending the system and the shutdowns are fast. 

Windows 7 and earlier used to normally shutdown which can take quite some time, that can lead to the moment that the communication in VDSM times out and the guest agent data gets reset to empty data which the engine polls and changes the received info.

The referenced patch solves this by only warning when the VM state is in UP state.

The fix for this issue should be included in oVirt 4.1.0 beta 1 released on December 1st. If not included please move back to modified.
