How reproducible:
100%

Steps to Reproduce:
1. Configure an infrastructure provider
2. Queue a report, for example, Configuration Management, Hosts, Virtual Infrastructure Platform
2. View report when complete
3. Note the buttons to change the report view are missing from the toolbar

Actual results:
Expect right-hand side toolbar buttons for Graph, Hybrid, and Tabular views

Expected results:
No right-hand side toolbar buttons, but the toolbar is displayed.
