When an operator encounters multiple failed attempts to create the cloud before being successful and also there renaming of the overcloudrc file due to a custom cloud name, it is difficult to at any given time determine the endpoints for the environment. 

a. Document the available method in version 9 and beyond
A method to regenerate the openstackrc file and endpoints exists starting with version 9 https://access.redhat.com/solutions/2707071 and is documented as a KCS but not in the product documentation. 

b. Make the method independent of any possible redeployment of the cloud
What would be useful is a method to generate the endpoints and overcloudrc file which would not be able to have a side effect of a complete redeployment.
