Description of problem:

With 5.7, we still only support software defined network managers through their parent provider relationships discovered through adding traditional providers.  Its not until 5.8 with nuage networks that we will support more network manager crud operations.  So the option to add a new one (bug 1395270) and editting them (I believe there is not reason why we would allow this at this time) should be removed as options.
