It's a build dependency issue, the recent flannel builds need golang-github-vishvananda-netlink-0-0.7.git1e2e08e.fc24 in the buildroot, but it fails. flannel-0.6.2-1.fc25 has been submitted as an update to Fedora 25. https://bodhi.fedoraproject.org/updates/FEDORA-2016-0b0a3acf2f flannel-0.6.2-1.fc25 has been pushed to the Fedora 25 testing repository.
