Description of problem:

It is expected that the removal of the python-dracclient from the ironic project's governance will occur during the Ocata development cycle. Therefore, python-dracclient will likely not be included in ironic releases starting in Ocata. Since OSP 11 will be based on Ocata, OSP 11's upstream content will not contain that package.

This requests that python-dracclient be added to OSP 11.

python-dracclient is already packaged and included in OSP 9 (python-dracclient-0.0.5-1.el7ost) and OSP 10 (python-dracclient-1.0.0-1.el7ost).  It was not part of the ironic codebase
