Description of problem:
Today the only way to test download/extraction of files is by submitting a file to retrace-server.  It would be good to factor this piece of code out so we can more easily test and modify it.

I agree with factoring the piece of code out. But I am not sure, how you imagine the testing part. Can you present your idea in more detail so I can make it the most suitable.
