Description of problem:

Setting the CeilometerMeterDispatcher heat parameter only changes the meter_dispatchers value within /etc/ceilometer/ceilometer.conf. The TripleO heat templates appear to be missing a CeilometerEventDispatcher parameter in order to change the event_dispatchers value within /etc/ceilometer/ceilometer.conf.
