Description of problem:

RHDS 10 introduced a new access control permission for modrdn.  This requires setting on the parent OUs now where previously add/modify/delete were sufficient permissions within an ACI.

However, this permission is not exposed in the Admin console

Steps to Reproduce:
1. Login to console
2. Select Directory Tab
3. Expand suffix
4. Right click on OU
5. Select Select Access Permissions
6. Add/Edit one
7. Click Rights tab
8. Notice no modrdn right.

We don't have any plans to implement enhancements for the java console.
