Description of problem:
Not sure if this is something that happens when upgrading 4.0.5.5 to 4.0.6 but 'admin' user has

How reproducible:
always

Steps to Reproduce:
1. Have a lower version of ovirt e.g. 4.0.5.5.
2. Upgrade ovirt-engine to 4.0.6 and run engine-setup

Actual results:
After upgrade at users tab (or via API https://{engine_url}/ovirt-engine/api/users you can see that admin user has no name, name column is blank. After re adding it the name is fine.
I also tried to add other users to the engine before the upgrade, and after the upgrade only admin user "lost" it's name

Expected results:
admin user should remain untouched
