Description of problem:
Users can create and manage snapshots for VMs (e.g. on VMware). But they can't create or manage snapshots for templates.

How reproducible:
always

Steps to Reproduce:
1. navigate to a template on VMware
2. no option to create or manage snapshots
3.

Actual results:
no feature to manage snapshots for templates

Expected results:
all supported providers should be able to create and manage snapshots for templates

VMware doesn't support creating snapshot for template. I confirmed this with vSphere UI.
