It requires halibut, which is also not in EPEL-7. I am also maintainer for it in Fedora/EPEL, so I requested the EPEL-7 branch for it. It will take some time (at least 14 days). Temporarily I built putty without html rebuild and I will rebuild the html once the halibut get into EPEL-7. putty-0.70-1.el7 has been submitted as an update to Fedora EPEL 7. https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2017-6a4e134255 putty-0.70-1.el7 has been pushed to the Fedora EPEL 7 testing repository.
