Description of problem:
Events are being polled from Azure for ALL regions, we should filter out events from any region other than the one the EMS belongs to

Steps to Reproduce:
1.Add Azure provider
2.Query event_streams table for events from Azure
3.Notice events from ALL regions are saved to the DB

The Azure ARM API does not seem to accept an event filter containing AND and OR operators. I have engaged our technical contact at Microsoft and I am waiting on a resolution from him.
