Description of problem:
Red Hat Insights - Help and its menu is not translated even its menu do not appear properly.

How reproducible:
Always

Steps to Reproduce:
1.Log into https://access.redhat.com/insightsbeta/overview with ja_JP locale.
2. The help option is there just after the Globe icon.

Actual results:
1. Translation not available for word "Help"
2. Menu do not appear properly and one of the menu is not translated.

Expected results:
Translation should present and menu should appear properly.

Missing translation keys were added in master http://labs-git.usersys.redhat.com/labs/insights/commit/e1826628267272e08fecf7c6ea27feb8969620e8

Verified on https://access.redhat.com/insightsbeta/overview/ , can not reproduce now.
