Description of problem:
Created a configuration channel.
Added configuration files to channel.
Added systems to channel.
Installed rhncfg-*-pkgs to systems as adviced:

Tried using spacewalk. Did not work at all, even after doing
/usr/bin/yum clean all
/usr/bin/yum makecache
/usr/sbin/rhn-profile-sync
/sbin/service osad restart

none of the awaited packages where installed on the clients. Tried multiple. No way. Did not work as given by docs. Finally installed manually on all systems (but shouldn't spacewalk do this job for me?!):
# yum install rhncfg-\*

This did what I intended having done by spacewalk -- packages installed.

Executed "rhn-actions-control --enable-all".
Followed by "rhn_check -vvv".
Nothing happened. Config files wherem't installed.
The config-file did not show up as awaited.
Scheduled config file deployment again.
Executed "rhn_check -vvv" on clients.
Nothing happened. Config files wherem't installed.

Tried multiple times. Nothing. No config file deployed to systems.

Systems keep telling there are no config files available.

Spacewalk 2.5
rhncfg-*-5.10

How reproducible:
Always. 


Actual results:
Config files not installed on systems as told in docs.
Config files do not show up for systems as told in docs.

Expected results:
Config files installed on systems if these subscribe a configuration channel.

Additional info:
Seeing this with Spacewalk 2.5.

Spacewalk 2.8 (and older) has already reached it's End Of Life.

Thank you for reporting this issue and we are sorry that we were not
able to fix it before end of life. If you would still like
to see this bug fixed and are able to reproduce it against current version
of Spacewalk 2.9, you are encouraged change the 'version' and re-open it.
