Description of problem:
Gnome 3 under Wayland. If I turn off my laptop's built-in display, my external screen becomes the primary screen. It all works fine but if I reboot and keep the external screen connected, after GDM starts up, external screen won't be the primary one and built-in screen will be turned on although I specified in control center that it should be off when external screen is plugged in.

But what's most problematic is that after logging in, the external screen will become the primary screen (as I configured) but the laptop's build-in screen won't turn off. Instead it will show a cursor at the middle (which doesn't move) and it will show the GDM's gray background (after a couple of minutes, the cursor appears).

Steps to Reproduce:
1. Connect external screen, turn off built-in laptop screen. External should become the primary screen.
2. Reboot but keep the external screen connected.
3. Login and observe how the built-in screen doesn't turn off although the external became the primary screen.

Actual results:
External screen is the primary but the built-in screen doesn't turn off.

Expected results:
External screen should be the mirror of the built-in screen all until the login via GDM, afterwards GNOME should turn off the built-in screen, as configured.

This seems to be a gnome which is still present in gnome 3.24 

I can reproduce this in archlinux. If it is of any help my processor is an Intel i3 3220 and the video card is the Intel HD 4000
