Description of problem:
All users in users_details_history table are updated each sampling.

How reproducible:


Steps to Reproduce:
1.Should check the number of table updates and see that it update only if a record was updated /added or deleted.

Actual results:
Updates all users regardless if there was any change to the records

Expected results:
Should update only on user insert /update /delete.
