Description of problem:
Show notification in email (and in Satellite UI is possible) if any of the required processes in Satellite is not running

Version-Release number of selected component (if applicable):
Satellite 6.2.4

How reproducible:
Always

Steps to Reproduce:
1. There are lot of issues around some key processes (like pulp workers, qpid, etc) dying in Satellite.

Actual results:
No notification if the required processes are not running

Expected results:
Notification should be sent in email (an in Satellite UI if possible) if any of the required Satellite process is not running.

May be the required processes should be polled every 15 minutes and notification sent if necessary.
