This issue is graphic driver related and not a bug in cinnamon. I haven't seen this on intel or nvidia.com drivers. Cinnamon is also installed on a 32-bit ThinkPad T43 laptop, which also uses the 'radeon' driver, however, the blinking is not occuring on the laptop.
