Description of problem:

In the cc session of editing bug page,if user want to add multi cc mail users, there should be a description to tell them use ';'to separate multi users.

Steps to Reproduce:
1.open the bug editing page 
2.add users in cc list
3.

Actual results:
no help description

Expected results:
there is a help description about how to add multi cc mail users showing up (it can be pop-up text box when mouse focus on [cc list] link, or just the text beside [cc list] )

Tested on QA environment(5.0.3-rh32)
Result: Pass
Steps:
1.Open a bug
2.Try to add more users to cc list by clicking the 'edit' link besides cc, then mouse over the input text
==>It show title: A comma separated list of users
