Description of problem:

1. In Satellite Web UI, set context to Any organization. 
2. Navigate to Content > Docker Tags. 
3. No tags are displayed, loadnig wheel keeps spinning. See the attachment for /var/log/foreman/production.log debug level.

Expected results:

Under any context, the Docker Tags page should display tags, or a message that no tags are present.
