(qemu) system_reset

result:guest hang

verified this bug with seabios-1.9.1-5.el7_3.2.x86_64 & qemu-kvm-rhev-2.8.0-4.el7.x86_64

executed many times restart command(system_reset) from monitor. guest works well.

So this bug is fixed.
