Description of problem:
Automate users can create notifications, specifying the subject object. Not all subject objects will have a tenant which means that no notification would be sent. We could fall back to the users tenant if subject does not have a tenant. 


Steps to Reproduce:
1. Create notification with tenant audience(automate_tenant_info), using the host object as subject.
2. See that no notification is sent  


Actual results:
No users are notified

Expected results:
Tenant users should be notified
