Description of problem:
Puppet 3.x is end of life this month and won't be supported.

Version-Release number of selected component (if applicable):
3.8

How reproducible:
Deploy "puppet" package from OSP channels.

Actual results:
Version is too old: 3.8

Expected results:
Version would be higher or equal than 4.6.

Additional info:
We tested Puppet 4.6 in Packstack and TripleO, it works fine.
