Description of problem:
Unable to start vncserver with the systemd template.

Version-Release number of selected component (if applicable):
rpm -q tigervnc-server
tigervnc-server-1.7.0-4.fc25.x86_64

How reproducible:
Always.

Steps to Reproduce:
useradd fred
cp -vp /lib/systemd/system/vncserver@.service /etc/systemd/system/vncserver@:91.service
sed -i 's/<USER>/fred/g' /etc/systemd/system/vncserver@:91.service
systemctl daemon-reload
systemctl enable vncserver@:91.service

Actual results:
> systemctl enable vncserver@:91.service
Failed to enable unit: Invalid argument

/var/log/messages:
systemd: [/etc/systemd/system/vncserver@:91.service:6] Missing '='.

Expected results:
vncserver to start with no issues.
