Description of problem:
"Insert Comment" keyboard shotrtcut isn't working

Version-Release number of selected component (if applicable):


How reproducible:
Insert the comment into the document (tried Writer, Calc, Impress and Draw)

Steps to Reproduce:
1. Press "Ctrl+Alt+C"
2.

Actual results:
Nothing happens, or "c" letter appears in the document

Expected results:
A yellow frame should appear aside the main document letting the user enter the comment.

Additional info:

Writer, Calc and Impress has this shortcut, while Draw does not indicate keyboard shortcut for that in the menu. 
I use libreoffice-gtk3-5.2.3.3-9.fc25.x86_64 with Polish language, with polish-programmer keyboard layout, where right "Alt" key is used to gain special characters ie: "Right Alt + c = ć" while left Alt is still normal.
