Description of problem:
Currently we have the following registry links to get new container images:
1. brew-pulp-docker01.web.prod.ext.phx2.redhat.com:8888 for all images built in brew.
2. https://access.stage.redhat.com/containers/ for all images in staging.
3. https://access.redhat.com/containers/ for all released images.

We need something similar for on_qa images. The idea is that images should move from brew->qa->staging->prod in that order.
