Verified on 5.7.0.14
Recreation steps: 
Created new role a
Created group a with role a and tag: Department/Engineering. 
Add User aa attached to group a. 

Go to compute --> Templates and tag a template with Department/Engineering. 

Login as user=aa and navigate to compute-Templates. 
Only templates with Department/Engineering were viewed.
