Per bz#1374296,  we are retiring the mariadb-galera dist-git and will be deploying mariadb 10.1 in rhos 11.   As rhel-7 is still on the 5.5 series of mariadb, we will add a new mariadb branch for rhos, the general idea is at http://post-office.corp.redhat.com/archives/rh-openstack-dev/2016-July/msg00189.html except for rhos 11.   We will then organize the package similarly to RDO in https://github.com/rdo-common/mariadb where we are building mariadb 10.1 but also mariadb-galera-server which includes the various clustercheck / galera.cnf files.
