Description of problem:

Attempting to set persistent context with semanage no longer works in Atomic Host 7.3.0

How reproducible:

Always

Steps to Reproduce:
1. Install AH 7.3.0
2. Run 'semanage fcontext -a -t svirt_sandbox_file_t "/var/lib/kubelet(/.*)?"'


Actual results:

# semanage fcontext -a -t svirt_sandbox_file_t "/var/lib/kubelet(/.*)?"
libsemanage.dbase_llist_query: could not query record value (No such file or directory).
OSError: No such file or directory


Expected results:

semanage correctly sets context
