Description of problem:

As of now Calamari relies on saltstack for sending out the events. Going forward console doesn't require this and should be removed.

This should be pretty easy to revert given that it was a small changeset in 2.0

1. Salt should not be installed on fresh install of 2.2
2. Salt will not be removed during an update from 2.X to 2.2
3. Salt will not be removed during an upgrade from 1.3.x to 2.2

@Gregory, in cases 2 and 3, how do i make sure that 2.2 is still not using salt? Please let me know.

on every node in the cluster this command should return no results:
sudo salt-call --local pillar.items | grep ceph.heartbeat # verify it is gone
