Steps to Reproduce:
===================
1. Deploy Undercloud and Overcloud OSPD-9 
2. Create a non manageable VM (create_node.sh)
2. Add Undercloud and Ovvercloud to CFME 
3. Navigate: Compute --> Infrastructure --> Provider
4. select a provider
5. click on Configuration --> Register Nodes
6. select nodes file to register (test.json)

Actual results:

Node Registration failed.
Error executing register and configure workflows: undefined method `create_execution' for nil:NilClass

Expected results:

Node Registered successfully

This method passed with OSPD-10

Ah, yes - this definitely won't work with OSP9 since node registration requires Mistral.  What we need here is a clearer error message.
