Internal dev CI for rhos9 manila is failing tempest tests with the
message:

   'module' object has not attribute 'get_configured_credentials'

This is with openstack-manila-2.0.0-6.el7ost
 
Steps to Reproduce:

Submit a dummy patch into internal dev CI system via gerrit.

Actual results:

Tempest fails with:
   'module' object has not attribute 'get_configured_credentials'

Expected results:

Tempest passes.

We aren't supporting manila or dev CI prior to OSP10 and we don't have this problem from OSP10 going forwards so I'm going to close this one with "won't fix."  Re-open if I'm missing something here.
