I filed a ticket upstream I had with an old configuration file. Just mentioning it here if someone else stumbles upon upside down maps: https://github.com/matplotlib/basemap/issues/329 'backend: cairo' resulted in upside down maps. Deleting my matplotlibrc resulted in correct drawn maps again. python-basemap-1.0.7-14.fc25 has been pushed to the Fedora 25 stable repository.
