Description of problem:
netstat dependency missing causing issues for some resource agents if it hasnt been included by another package.

Version-Release number of selected component (if applicable):
3.9.7-4.fc24

How reproducible:
100%

Steps to Reproduce:
1. install resource-agents package without netstat (net-tools package) installed
2. use portblock resource agent

Actual results:
/usr/lib/ocf/resource.d/heartbeat/portblock: line 253: netstat: command not found ] errors in /var/log/pacemaker.log

Expected results:
netstat available and no error in the pacemaker logfile
