Targeting fencing levels by pattern and node attribute was implemented in bz1261116. This need to be reflected in GUI.

However we need to do a bit more. Currently the topology is configured by a form on the node detail page. This does not allow to see all fencing level settings at once. But more importantly it is by design not possible to target by anything else than node name as there is no place to display and manage such fencing levels and the node name is filled in automatically as a target behind the scenes.

We need to:
* create a separate page for configuring fencing topology
* allow targeting by regular expression (pattern)
* allow targeting by attribute
* allow adding more than one device to a fencing level

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
