I think I found a regression with FC 25.
Namely, I'm unable to change the number of workspaces under Mate.

If I go to rightclick switcher -> preferences, the workspaces setting boxes are greyed out.

It works on FC24 on another computer.

Regression is a great word :-)
I can't confirm this issue, here i can select the number of workspaces.
Looks like a local problem.
Did you restart the system after upgrade from f24 to f25?
