Honor %_smp_mcpus_max setting on %check

When building python-pika-0.10.0-7.el7 on a 16 cores machine one test fails every time.

BlockingChannel.basic_nack single message ... FAIL

By forcing %check to honor %_smp_ncpus_max setting this failure goes away.
