Checked on Chrome, Firefox, Opera on RHEL CSB

Description of problem: 
Just wanted to point out some minor UI issues.
1. Welcome section on Home page is left aligned (https://beta.bugzilla.redhat.com/bugzilla)
2. The two search boxes (in header and footer) the search text field is not aligned with search button. 
3. Quicksearch help page (https://beta.bugzilla.redhat.com/bugzilla/page.cgi?id=quicksearch.html) is left aligned.


Expected results:
1. The content on home and quicksearch help pages should be center aligned.
2. The search text field and button should be aligned
