This appears to be because sphinx changes the ID when generating the HTML for certain headings.

Is this invalid link included anywhere in the documentation? As far as I can tell all links refer to the correct ID.

Unless there are links in the doc to the wrong ID, this is not a bug. If there are incorrect links please list them.
