For newton release, the isolation of PMD threads from OVS threads is done as part of the post installation script. BZ https://bugzilla.redhat.com/show_bug.cgi?id=1366356

This functionality needs moved to puppet-vswitch. Attached the post install scripts

The required changes have been delivered upstream Ocata cycle, should be available for OSP11:
