Description of problem:

A customer is testing a downgrade of 389-ds from version 1.2.11.15-84 to 1.2.11.15-69.
This is failing because the configuration changes to use AES plugin ( replacing the DES plugin ) are being reverted back by automatic restarts.

How reproducible:

Always.


Steps to Reproduce:

1. Install ( or upgrade to ) 389-ds 389-ds 1.2.11.15-84 
2. Downgrade to 1.2.11.15-69


Actual results:

Failure to start RHDS instances.


Expected results:

Correct startup of RHDS instances.
